A facilities manager planning a shutdown, a landlord preparing for a new tenancy and a homeowner concerned about an ageing consumer unit may all ask for an electrical inspection. But the work required can be very different. Understanding EICR vs electrical inspection helps you arrange the right service, meet your responsibilities and avoid spending money on a check that does not provide the evidence you need.

The short answer is that an Electrical Installation Condition Report, or EICR, is a formal type of electrical inspection and testing. The phrase “electrical inspection” is broader. It may describe anything from a visual check after a concern is raised to a detailed, documented assessment of an entire fixed installation.

EICR vs electrical inspection: the key distinction

An EICR is a structured inspection and test of a property’s fixed electrical installation. This includes the consumer unit or distribution boards, circuits, protective devices, fixed wiring, earthing and bonding, sockets, switches, lighting points and permanently connected equipment where applicable. It is carried out against the requirements of BS 7671, the IET Wiring Regulations.

The result is a formal report stating whether the installation is satisfactory or unsatisfactory at the time of inspection. It records the extent of the work, limitations that affected the inspection, test results, observations and recommended remedial action.

An electrical inspection, by contrast, is a general description rather than one single defined report. A contractor may inspect a particular issue, such as recurring circuit trips, damaged accessories, signs of overheating or a suspected fault in external lighting. They may also undertake a visual condition check before quoting for upgrade work. These checks can be valuable, but they are not automatically an EICR.

The difference matters because a visual or fault-focused inspection cannot usually confirm the overall condition of an installation. Without the required testing and report, it will not normally meet a landlord’s EICR duty or provide the same level of assurance for a commercial or industrial site.

What happens during an EICR?

An EICR combines close visual examination with electrical testing. The electrician checks for deterioration, damage, inadequate protection, unsuitable alterations and signs that the installation may no longer be safe for continued use. Testing is then used to verify features that cannot be judged by sight alone, such as continuity, insulation resistance, polarity, earthing arrangements and the operation of protective devices.

The installation may need to be isolated for parts of the process. On larger premises, testing is often planned around operational requirements so that critical equipment, tenants or production areas are not disrupted unnecessarily. A competent contractor should agree the scope, access arrangements and any limitations before starting work.

If defects are found, they are coded in the report. C1 identifies danger requiring immediate action. C2 means potentially dangerous and requiring urgent remedial work. FI means further investigation is needed without delay. C3 is an improvement recommendation and does not, by itself, make an EICR unsatisfactory.

An unsatisfactory report is not a reason to panic, nor does it necessarily mean every circuit needs replacing. It means the identified C1, C2 or FI observations need to be addressed appropriately. The right response depends on the nature of the defect, how the property is used and whether temporary safety measures are required.

When a general electrical inspection is the better first step

A focused electrical inspection is often appropriate where there is a clear, localised concern. For example, a homeowner may have a warm socket, lights that flicker in one room or a circuit that trips whenever a particular appliance is used. A business may have damage to electrical equipment following a leak, impact or refurbishment work.

In these situations, the priority is to identify the cause, make the area safe and recommend a repair. A full EICR may still be sensible, particularly where the installation’s history is uncertain, but it is not always the immediate or proportionate first step.

Visual inspections also have a place in routine property care. Looking for cracked accessories, loose fittings, exposed cables, signs of heat damage and unauthorised alterations can identify issues early. However, visual checks have limits. Modern protective devices, concealed wiring and earthing arrangements require testing to assess properly.

When an EICR is required or strongly advisable

For rented homes in England, landlords must ensure that the fixed electrical installation is inspected and tested at least every five years by a qualified person, with a report provided to tenants and supplied to the local authority when requested. Requirements and guidance can differ elsewhere in Great Britain, so landlords should check the rules that apply to the location and type of property they let.

For owner-occupied homes, an EICR is not generally a routine legal requirement. It is nevertheless a sensible precaution when purchasing an older property, before major alterations, after flood or fire damage, or where there are concerns about the condition of the wiring. It can also provide a clear baseline before a new consumer unit, EV charger or solar installation is considered.

Commercial and industrial properties have a duty to maintain electrical systems so they are safe. There is no single inspection period that suits every workplace. The suitable interval depends on the environment, the age and condition of the installation, the level of use, the presence of vulnerable users and the consequences of downtime. A clean, lightly used office will present different risks from a workshop, warehouse, hospitality venue or production facility.

For responsible persons, an EICR is useful because it creates a documented record of condition and any actions needed. It supports maintenance planning, helps prioritise spend and demonstrates that electrical safety is being managed rather than left to chance.

Do not confuse an EICR with other electrical certificates

Several electrical documents may be relevant to a property, but they serve different purposes. An Electrical Installation Certificate is usually issued for new installation work, such as a full rewire or new distribution board. A Minor Electrical Installation Works Certificate is used for certain smaller additions or alterations, such as adding a circuit or changing a protective device where appropriate.

A Portable Appliance Test, often called PAT testing, concerns movable appliances and their leads rather than the fixed wiring of the building. It does not replace an EICR. Likewise, a certificate for an EV charger or solar installation covers the work completed, but it is not a substitute for assessing the wider installation unless that assessment was separately included.

Keeping these records together makes future maintenance easier. It also gives the next electrician a clearer picture of what has changed and when.

Choosing the right scope for your property

The best starting point is to be clear about why you need the visit. If you need formal evidence of the condition of fixed wiring, are responsible for a rental property or want a planned assessment of workplace electrical safety, ask for an EICR. If you have one known fault or visible issue, describe it and ask for an inspection and diagnosis.

Be wary of prices offered without a clear scope. The number of circuits, distribution boards, outbuildings, occupancy, access restrictions and required working hours all affect the time needed for a thorough EICR. A report is only as useful as the inspection behind it.

For commercial and industrial clients, it is worth discussing how the work can fit around operations. Phased testing, out-of-hours attendance and sensible isolation planning can reduce disruption while still allowing the electrician to complete meaningful checks. For homeowners and landlords, clear communication about access, power interruptions and any remedial work helps the process run smoothly.

What to do after the report

Read the report as a practical action document, not just a pass-or-fail form. Where remedial work is recommended, ask for the observations to be explained in plain language, along with the urgency and likely impact on the property. Immediate dangers should be dealt with straight away. Other items can often be planned sensibly, particularly where improvements are recommended rather than safety defects identified.

Once repairs are complete, retain the relevant certification and evidence of the work. This creates a reliable record for tenants, insurers, facilities teams, future buyers and anyone responsible for maintaining the building.

Whether you need a targeted inspection or a full EICR, the value lies in having the work scoped properly and carried out carefully. A clear report, honest advice and well-planned remedial work give you more than paperwork – they give you a safer installation and a sound basis for looking after it over the long term.
